So many people dying due to such a small threat means the Avengers have gotten too complacent about wasting human lives. To be fair, he was also in two other movies.

The MCU simply doesn't have the same amount of time to tell its stories that the comics have, so when they pick up a relatively minor villain like Crossbones or Shocker, they deal with them quickly then move on. It's the same reason that villains in Batman movies always appear in pairs or trios - they want to use as much of the rogues gallery as they can, but only have so much screen time to work with.
