As a Catholic for only a few years I am glad that the church is saying something - being transparent - unlike the Jehovah Witness who have been busted with the same issue - they still sit behind their pride as well as ALL its members who turn another cheek and blame the victim and shun them and go far as calling them a apostates which is a far cry difference what Catholics do when it happens..we call out to the Priest and stay by the side of the victim and many still remaining faithful to the Church that Christ instituted himself..God Bless the Catholic Church and we may move in the right direction even IF hurts to look bad for the mistakes made.

This is how I would summarize and comment on how these 3 points in his talk can be translated into concrete action at the regional levels: 1) Bishops have wounded. Bishops not only ask for forgiveness (and continue to help heal victims) but bishops should follow the law against clergy perpetrators (justice). For concrete action, policy, press conferences, Safe Environment Office and diocesan guidelines, the Cardinal insists that bishops need to admit failure and that bishops need to follow the law. 2) Both justice for victims and healing for victims are needed; it is not an either/or situation. He does not say this, but this seems like a two-pronged approach that can also be translated/incorporated into consistent policy across countries. He cites an American psychologist for this two-pronged approach which he has used in Manila. True, as many comments here indicate, he did not mention homosexuality as the source of the problem (as Vigano insists); however, the closest to this is the need for bishops to enforce the law protecting minors from any predatory priests while at the same time not forgetting the victims. 3) Cardinal does not want to forget the Resurrection of Christ in addressing the scandals. I know in America and in English-speaking countries he can be accused of sermonizing, but if he didnt mention biblical principles then Protestants especially and others will ask where Christ is in this since he doesnt want to just address the crisis as a mere corporation but as a corporation of faith. The Catholic Church wants to do better than secular corporations and not just be another business entity. My comment: Dont leave Jesus because of Judas; dont leave the Church because of Successors of Judas.

It is a form of homiletics which touches on the subject at hand but what are the concrete terms to bring about the solutions? I did not hear any.

I am truly disappointed on the whole thing honestly, those priests that have committed sexual abuses should be removed from their ministry and put to justice! Meanwhile the Church should replace them with Holy Priests that would do their job in the right way and should also console the families that were affected. Well for us Catholic Faithful instead of saying vulgar words about our Church Leaders lets just atleast say a little prayer or even say the Rosary for them to take action and to clean up these mess, but I truly believe that Jesus will guide his Church as he said that the Gates of Hell will never prevail againts it as said in the Gospel of Matthew.

Crime is crime. It should be dealt with the rule of law. Please be reminded that when Pope John Paul II, assassinator was put to jail. He was forgiven by Pope but had to face the consequence of his actions in jail. If Cardinal Tagle will not do anything about this crisis in the church then wounded stay wounded. I'm just wondering why don't those priests and bishops be locked up? The victims should file criminal charges against them, have them arrested and put them behind bars. Pedophilia is a mental illness and the only 'treatment' is to lock them up.
