Yeah, it was. However, this was not supposed to happen, since the voice regularly heard in other EAS broadcasts (example: Severe Thunderstorm Warning) can be heard clearly and people can understand what the TTS voice is saying. A high pitched, unclear and glitchy voice can make the message obviously hard to hear. Perfect example of why the FCC issues EAS tests, so this doesn't happen. It wasn't all of a failure, since that the message successfully broadcasted onto live television.

@@MrPillowStudios Well, the voice of the EAS tell useful specific information. It can say that it's a normal severe storm (60 mph/95 kmh wind gusts) or a destructive severe storm (80 mph/128 kmh wind gusts and quarter size hail) It can also say if there is a probability of a tornado forming.

Because it isn’t supposed to sound like that. EAS transmitters can sometimes, though unlikely, transmit alerts incorrectly, such as the wrong transmission code (example; STW means Severe Thunderstorm Warning) or a high/low pitched audio, which is what happened here.
