Black & Veatch served as EPC contractor to provide engineering, procurement and construction services, including permitting, for the new Cassava Substation. The project involved building a new 138/69kV substation from the ground up in a remote corner of Texas. The station utilizes a three-breaker 69kV ring bus with a 138/69kV transformer and 138kV breaker. The project also built 13 miles of new 138kV overhead transmission line to replace the old existing 69kV line.

As one of the largest electric utility providers in the U.S., American Electric Power is committed to serving its 5.4 million customers. To keep up with their rapid growth, AEP hired Black & Veatch to engineer, procure and construct a new substation in rural Texas.
Jason Bryant | Project Manager, American Electric Power
"This project supports the increased voltage in the area so there’s less disruptions from a brown out perspective, and also enables future growth in the area as the oil production increases."
Melissa Caldwell | Project Manager, Black & Veatch
"The Cassava substation is a 138 and 69 kV new substation in western Texas. We’ve also rebuilt 12 miles of 138 kV transmission line and cut in about half a mile’s worth of 69 kV transmission line into the Cassava Substation.
Jason Bryant | Project Manager, American Electric Power
"It’s important to AEP to have a single point of contact for the execution of these projects because we are growing at a rapid pace and we cannot support it internally."
Black & Veatch’s wholly owned subsidiary, Overland Contracting Inc, self-performed the construction components, ensuring a high standard of safety, quality and schedule performance.
Andrew Sijon | Construction Manager, Overland Contracting, Inc.
"We’re able to execute complex projects in remote locations no matter what the scale. For the substation here, we were able to perform the dirt work, the foundation work, the electrical work, the steel work… all the way up to the wiring from start to finish."
Jason Bryant | Project Manager, American Electric Power
"We had zero recordables and this was attributed to the strong safety culture that was implemented on the project and it met the goals of both AEP and Black & Veatch."
