I think I know why. Most of the people on OSRS are long time players with 10+ years. Alot of those players follow a similar progression, they're just trying to get from point A to point B the faster. If something isn't required for a quest or doesn't provide some kind of utility or gear upgrade, it gets abandoned.

I miss castle wars. You can’t even enjoy it anymore because everyone just spams freakin ice barrage. Unplayable.
