I had to mute the speakers after the first sound the fox made because my two resting cats bolted into hiding. Their reaction makes me believe the fox was not wanting to be friends.
Animals have feelings also. Perhaps this fox is lonely and missing his family. He wants some affection or love. Hes in an area where there are a lot of humans. Years ago our dog went into the forest and mated with a fox. The outcome was a dog that was half fox, small and quick and had the behavior of a fox. Who knows various breeds of dogs are descended from animals like foxes. Animals feel the need for love and companionship. Here the fox was crying out of some pain or loss. Is it loss of his family or mate? The cat understands.
Its a young fox. Maybe separated from his mother and siblings. Its calling for his mother and/or siblings. If it wanted to eat that cat, it would be more quiet and stealth than that.
