I could imagine some Architect deciding to be complicated, or a client who wanted to be edgy with their design, where the only way to access the stairs to the 2nd floor is to go down into the basement.

A lot of ships, especially in the armed forces, have something like that going on. To travel from one end of the ship to the other on the same level, you have to go up, then down twice, up again, down again, across the width of the ship and back, etc.

@@nathangames1576 I don't know for sure, but I think it has to do with the way they're built. They're built out of multiple watertight compartments, with only one or two places to cross between them. This means that a hull breach is much less likely to sink a ship, because only the one compartment floods. The small number of access points is what makes moving around the ship so convoluted.

It's also to make the ships harder to take by boarding parties. It's the same kind philosophy as medieval castles having their stairs be different heights. People who are on the shop, get used to it, people boarding the ship have no clue.

In Cath's defense, I believe that Fallout 76 building is designed so that the 1st floor part you can access is walled off from the 2nd-story stairs, so you have to go to the basement, find the stairs up to the other half of the 1st floor, which will then let you go to the 2nd floor, so technically she was right, but I understand the frustration.
