This book has everything I love in literature. Elegant prose, mystery, symbolism, references to other works. When Severian dives into the lake in the Botanic Gardens for his sword, it's Dorcas that hands it back up to him underwater. Yes, it's definitely a reference to what you're thinking. This book series has it all.
