India isn't serious on cooperation with the SCO. Their leader doesn't attend and sends some other government official. Might as well sent a cow - lol

India pm is confused: to join G7 or G8 ( India the no 8) or not and become the lapdog of us n allies. Therefore he shows his discomfort and did not turn up honestly
