U hv covered a lots of points. But You missed one of the important point. That is, those who have cleared UPSC CSE once but didn’t get the adequate service then they are attempting UPSC CSE again to improve their rank. So New comers will not get level playing field or adequate chances to clear the exam. This reform is also needed to stop those successful aspirants to give another attempt to improve their rank.

You have raised an important question; UPSC exam has now become coaching-centric. While there are some self-study successes, most aspirants go through 2-3 years of expensive coaching. While the successful candidates are, no doubt, brilliant, scores of more brilliant are possibly left behind. It needs thorough and quick reform to ensure that the UPSC net is cast wider, there is no or little room for coaching and the aspirants do not have to waste years of their prime career time in preparing for the exam.

The system of directly recruiting officers in any service should be stopped . All must join as subaltern and gradually get promoted through performance and departmental tests. If we have the system of taking in all only in subaltern ranks, more people would join. From among them who have the attitude, aptitude and competence and prove themselves should be promoted. VP Menon was not an IAS or ICS officer but he rose to become the equivalent of the now Cabinet Secretary. He played a pivotal role in the integration of India. Two former Union Secretaries had advocated shutting down the IAS shop. Even doctors, engineers and IIM grads toil hard to get into civil services. Why? Not for social service. A doctor can do that by giving cheap or free medical services. They all join for POWER, MONEY, STATUS and SUPERFAST CAREER. One exam cannot gauge capability for different roles (administration, policing or auditing). There can be a separate exam for the police and separate for administration, etc.

Sir, the most important point (which you also mentioned is) if someone leaves their private sector job to prepare for UPSC for more than 3 years. They are now back nearly to being a fresher for the private Industry (that too only if they somehow retained a fraction of the skills they gained earlier when they were in their job). Everything that is studied for UPSC and other govt. exams, is for the most part, useless for a private job. (I am not saying one shouldn't study current affairs or history, just that studying them will likely not get a you a well paying job).

The issue raised by you are so much important. The system is so much against General category students. 0.078% out of which 50% are reserved & then we have general category. Imagine the odds. The system itself is a punishment. It's high time the Parents & Kids themselves analyzed what are their options. Is there data available a. How many from different caste groups make the attempt? b. How many do well & how many just miss the bus? c. What's there caste breakup? Point is these same kids can get a much better job in the market. If you speak to any business owner their only concern as on today is how to get a suitable talent. Many who are available are not hirable.

It's unfortunate how obsessed we've become with external validation (especially in India), believing that only by clearing UPSC or securing a government job will we gain respect in society. I fail to comprehend this craze. There are numerous noble jobs with decent pay that we shouldn't be ashamed of. Many youngsters have fallen into this trap, but I sincerely wish for them to recognize their skills and focus accordingly. It would greatly benefit their well-being, allowing them to unleash their full potential.

Agreed.. but its not the fault of coaching mafia.they are just making a business out of an opportunity. The civil services 23:40 were created by the british in a way where the government trains the recruits and tells them what and how to do. What we need now is people who know how to do a job who would then be recruited for their experience and knowledge so that they can do that job for the government. That’s when this system will change

Also, IAS for administration of government at district level totally not needed. It only make central government control of state government and prevents creativity. It's ok for all central government administration to have these officers, but IAS should not be at state district working level. States should have agencies with civil sevents recruited by the agency and rise up the ladder with experience and studies within the agencies. That will make them better administrators and also give states more power than appointing a guy spent studying history for 10 years for an exam and all of a sudden appointed to do the central government administration at state district level and approving land related works etc.. Just get rid of UPSC IITs exams all together, waste of time.

Critical issue for debate and examination. Multiple factors attract candidates towards civil services, some of them social, some aspirational and others economic. Govt needs to study carefully. Reduced number of attempts may be a low hanging fruit but better alternatives must exist that can prevent loss of many many productive years of life of an individual who after their last attempt is left without any hope of a job at a much later stage in life, without reduction in attractiveness of a civil service career.

The solution on the engineering side is quite good. One series of exams for IITs, and whoever makes the JEE advanced gets into an IIT. If you do not make the JEE advanced, you did clear the JEE mains and you then get an NIT. You are not left empty handed at the end of the hard work. This is a more just system...

The problem with our country is we have fixed timelines for success (Definition of success itself is difficult on top of it we fix timelines), if an individual is said to have wasted 4-5 years of his/ her time for an exam then becoming an entrepreneur/ researcher requires more patience and additional heavy monetary burden more than UPSC. Chances of becoming a officer in UPSC where exams are conducted regularly and we have decent idea of syllabus and support makes it more appealing than taking a risky route of entrepreneurship and research. Only if we change our mindset about taking risk we can bring change, but in a majority middle class society it is very difficult but hopefully it will change as we slowly become developed country.

Even the odds of these officers being 'honest' is below 0.78 and they come to this job for the immense power which no private sector executives can imagine..... Ias officer has problem with lateral entries and after retirement they themselves get lateral entry to some powerful board rooms, they become experts of topics they would have barely handled 6 months as secretaries and without having any knowledge of actual ground reality..... So reforms are needed for services itself before other things
