everytime i played the cell saga as a kid in DU, or even in world tournament i knew he was a problem. Goku is my main tho, so i’m not struggling too bad…(or just spam ki cannon with uub, if you know, you know lol).
Not only he's the best character on B3, he's ALSO the BEST character in the GAME in BT3 in competitive, Cell really dominated the PS2 era. Pure perfection.
As far as I know, the absolute best character in BT3 PvP is LSSj Broly, 'cause of his "armor" (he doesn't flinch when hit). But he's banned for that exact reason. Under him, SSj Trunks (armor), SSj Future Gohan and Perfect Cell are considered the best competitive characters for PvP.
@@Dr._Doppietta The Meta has recently change a lot, and now Perfect Cell is the best character in the game in the tier list. But still, you can put both Broly LSSJ and Perfect Cell as the king of BT3.
That's mainly reserved for Perfect Form Cell (barrage death beam my beloved), but his 2nd form also isn't a bad pick at least some time ago, don't know if his life drain setups are as compelling now. Oh and a fallback plan to go to perfect form if you're willing to sacrifice stocks for hp and the good tools
For as complicated as a lot of Budokai 3's skillsets, mechanics and moves/combos are, I think there's something beautiful about how simple Cell's strengths feel by comparison.
Well, actually, B1 Cell wasn't the best character of the game. He was barely usable. He felt a lot stronger because you were using B1 Teen Gohan, which was literally one of the worst characters in the game.

I always thought the best characters were frieza or cooler because they can revive with their metal forms, but I imagine competitive people don't allow that
Kinda right: *IF* Spaceships are allowed, you must start with 2 HP bars, not 4 like your opponent. So you have no reason to use them, really, considering how much better "Breakthrough" is.
So that explains why my friends hated whenever i picked cell, his transformations were unblockable which means you have a few minutes to plan the spirit bomb

Doubt the game knew to recognize that GG is better than KMHM (they never do even though it is canon). Certainly don't recall the option to pick moves from other characters even with anime-only showings of him doing it (for the canon parts of him **if not the non-canon pretending he had stuff from lesser Z-fighters**). The Spirit Bomb thing was always hyper silly (stupid energy, indeed). With how they handle KK, it is better he never got it as a 'form' though a pity no Capsule for the same KK barrage as Goku was possible to equip for our lad. Same to some other moves of early samples. Technically, Dirty Fireworks SHOULD be a thing he can do, for instance. NOTE: Really, after absorbing updated samples from "Nameless Namek", even Light Grenade SHOULD be on the table for Imperfect, actually. With Goku, only SPC should have IT tech (though even Goku lacks it outside a fancy cutscene move). It isn't like KMHM Torpedo or KMHM Barrage are even in the cards. Where is my man's Solar Flare (he loved that move until he got to his 'final form')? 0:10 Some recognize this as the elbow used on Vegeta, but few realize this is the elbow Vegeta used on Goku. 0:17 I knew he was up there, but number 1? Just not the same as making OC (would need more parts to make non-included characters). First video of yours I'm watching, and fittingly, I found it perfect. A little difficulty hearing you at times behind the accent and whispering, but I'm not holding that against you when the examples given were both descriptive and yet concise. They show what they need to show, they show what's possible and why it's so great without dragging on in any places. Such an engaging topic for a competitive scene I had no interest in 12 minutes prior!

True, but he is in the rest of the world. And not always the best character is the most beloved one: take IW, for example. There, Pikkon is clearly the #1, but he's not a fan favorite in any way.

I used a certain set of capsules to make Cell transform from Imperfect straight to Perfect at the start of the fight. Granted, I could only use either the Kamehamaha or the Spirit Bomb as his special attack, but it actually made me better just fighting with fists and small ki blasts. Just like in the anime, Perfect Cell was a beast when it came to physical fighting. I didn't use the Super Perfect Cell capsule either, just Perfect Cell.
I always feel like cell's P was like cheating, buuuuut the almighty Goku always have an answer, 2 extra transformations plus the amazing DF infinite which is basically the best infinite in the game IMO. Nice review of the green cockoroach. I also think the one little issue about cell is his height which makes him more easy to juggle

B3 competitive PvP meta changed a lot, many characters dropped from top to low tier (Bardock), while others rose up significantly (Super Buu). Cell is the best, but luckily he isn't too strong. In our recent events, we never banned him, nor I think we should.

Yo you can't counter warp through his energy shield attack. So by default he will win on damage alone. 17 also. Especially if you use concentration capsule
@@Dr._Doppietta oh, I formatted wrongly my question. Do characters start with 2 ki bars at the beginning of the fight? For example Goku has 3 huge ki bars, while Android 18 has 4, but they both begin fight with only 2 ki bars full?
I understood your question correctly, but prob my answer wasn't as clear. :) Let me repeat: in Budokai 4, both characters will start with 3 Ki bars full, independently by their "huge ki bars" (a.k.a. "Ki Baseline"). ;) You can easily see it in my videos.
Cell isn't the best character, he's the most unbalanced character of all time, backed by 20 years of fans of the game abusing him to torture their little cousins
There are actually several match-ups Cell has a hard time with, mostly kid characters, and our PvP meta showed that Cell isn't as unbalanced as he looks like. But the point about the smaller brother/cousin is 100% true. lmao
In my eyes Cell it's one of the best Villans of the DBZ Series, and he's my personal favourite Villan. Cell was arguably the Z-Warrior's most difficult opponent and not just because he was strong but also because he was strategic (a rare trait for a Dragon Ball villain). He has the cells of all the Z-Warriors and their enemies (most predominantly Goku, Vegeta, Piccolo, and Frieza) which he can use to his advantage both in fighting abilities and psychologically. Previous and following villains were quickly surpassed in the arcs that succeeded them but in the Majin Buu Saga no one matched let alone surpassed Cell till Majin Buu himself came. He even not only made Goku give up but is the only villain to successfully kill him. Cell is easily one of the more iconic Dragon Ball villains and his influence reflects that. Despite bein alive for only a couple years he led way for the Saiyans to surpass the SSJ wall and allowed Piccolo to become one with Kami. His defeat also allowed Mr. Satan to go from world champion to world's savior who later went from one-note gag to a greedy yet decent goofball (legit) hero. Dragon Ball is often perceived as super simplistic never taking any risks with it's story and characters but Cell is a surprisingly complex character. As already mentioned, he has the cells of all the Z-Warriors and as such he shows numerous personality traits of them such as Vegeta's ego, Piccolo's cunning, Frieza's faux politeness (without the sarcasm), Daimao's sadism, and the Saiyan's lust for a challenge. This also ends up being his downfall as he makes the same mistakes he criticized the Z-Warriors for making. ☯️✌️
Why is Cell broken in every game?. Budokai 3, Tenkaichi 3 and FighterZ he is broken in the 3 games Xdd. I dont know bout xenoverse or raging blast, someone know?
I think the game wasn't meant to be this much studied even when you know how to play, technicall/competitive things weren't devs goal. For example i think faster frames of Cell basic moves were there to sharpen cell character and impression of power when in story mode, or Cell undodgeable barrier was a compromise to push the player who now so far in the story knows the teleport move, and also a technical design that the barrier hit-box is all around, so the devs just saw a good compromise
This is quite an important point, I'm glad you brought it out. Budokai series was actually *NOT* meant to be competitive by its Devs, they did actually know about canceling, juggles and other tech's, they just DIDN'T WANT people to find out. Why? Because they were trying to market the game as a "party game" and were afraid that exposing his depth in the competitive field would've driven away the customers. Little did they know, it was actually the deep tech that kept people playing it. Ironically, Budokai series has been sabotaged by its own Devs just like the Melee scene. Idk why Cell has better Frame Data than the average, but having worked on our Budokai 4 Project, I can tell you *for sure* why it's unteleportable: its hitbox extends behind Cell, so a player teleporting it would still get hit for full damage. This happened a lot in our Budokai 4 Project, and was caused by misplaced hitboxes. And since Budokai game engine is *really* wonky, it was easier to make the attack unteleportable than actually fix its hitbox. lol
Funnily enough, it makes sense that Cell is among the top characters in DBZ games given that he’s kind of an amalgamation of the Z fighters. He’s built to be the strongest lmao
