In the US, if you want a certified copy of your birth certificate, you go down to the County Recorder of the County in which the certificate of live birth was recorded. Pay your fees and you can get one, subject to whatever local laws deal with birth certificates. In the US certification of a birth certificate has to be done by the officials charged with certification of official records. No private attorney can issue a certified copy of any official document. I suppose Canada has different rules.
