The Charlotte-Mecklenburg Police Department (CMPD) is conducting a criminal investigation that resulted in the arrest of CMPD Officer Henry Chapman, after an arrestee reported that an officer had stolen property from him. The incident happened Thursday, March 14, shortly after 4pm in the University City Division. Upon investigation, CMPD detectives arrested Officer Chapman who was charged with one count of Embezzlement.

In Charlotte it's a misdemeanor for embezzling less than $1000. It's a felony for $1000 or more. Cop(s) knew exactly what they were doing. Not the first time, not the last.

@007mia7 Plus the money that was stolen she wasn’t even attempting to write that amount down. She just stuck it in the envelope and the guy asked and she pointed at the Sargent as if he had the money and the Sargent said I handed you $900 and then she proceeded to write it down. It appears she knew what he officer Chapman had done and she was in on it.

I can't remember exactly how she asked but nevertheless this gentleman stood his ground , stayed polite and respectful. It's sad how he kept apologizing for what happened. It bothers me that people are afraid to speak the truth with police afraid of retaliation. Afraid for their life. Yes I support police officers NOT THE CORRUPT ONES. I NEVER understood how corrupt they are all over the world. My father was a police officer way back in the day. My son wanted to follow in his footsteps not now. It's sad how the good officers are not seen because of the corrupt ones.

When he walked over to the car and Chapman was in the car. Sergeant looked in the car and had to see the money while Chapman was moving. He walked to the other side of the car on the phone. I think that's why he allowed the young man to look in the car.

He sounds rough he is obviously will be siding with his colleagues. Is he trying to confused the guy what color is the rubber band, when they were counting the money for the last time the cop lean over in the car and did something. Then put his hand at his pocket one cop was standing behind him saw him, the camera wasn't on his whole body when he reached into the car from outside the car. They need to view the video if they are willing to do so, they all could be working together he was guarding the car door. Then makes his moves when the guy was paying attention to the counting of the money. That cop has quick fingers when he sees money and want some, he is not tobe trusted I don't care what anyone is saying. He did reached into the car after finding the rest of the money maybe to retrieve the rubber band and change it. I am assuming that is why the cop who was interviewing the guy asked him what color was the rubber band. Maybe he told him to asked him after he retrieve the rubber band from the driver's seat where he took off the rubber band I wouldn't doubt that disgusting.

Good on this guy for his tenacity in looking out for himself. I hate that he keeps apologizing. He has nothing to apologize for but he still feels bad it turned out this way. We're probably going to have to wait a long time for that video of Chapmans comeuppance! They have to do the 'internal investigation', which I think is pretty straightforward unless they want to look at what else this cop had done in the past. They might even wait until after the trial or plea deal or whatever before they release that footage. So, maybe a couple of years?

The lady cop and the other cops didn’t defend him in that very moment. The detainee clearly said in the original video that none of the officers backed him up and took too long to check the corrupted officers car. ‼️

​@@PacmanBrunnerExactly. The Sgt doesn't deserve any credit as he sat by patronizing the dude, and allowing Chapman ample time to successfully hide his theft. Chapman however never successfully concealed the take and therefore rendered the Sergeant and female officers' distraction efforts useless.

It's not clear to me if they knew for sure that the cop stole some money or just suspected it, but their behavior suggested that they were kind of in "It looks like you f***ed up. We'll buy you some time, but you better figure out how to make this all work out" mode. I can't entirely condemn them because there's no way to know for sure ( Which is exactly what makes it so suspicious. They did just enough so that it didn't quite confirm what they were doing ), but it certainly looks like they were all being pretty crooked trying to cover for him.

There are a lot of people assuming a lot about this guy in the comments - me included as I made an assumption in the comments of the first one. However, at the end of the day we don’t know what he was feeling in the moment, it seems many think fear, adrenaline dump, emotional response. After watching both videos to me he seems have the presence of mind to calmly articulate his concerns over the count and when it is was not addressed the first time he mentioned it, he was able to continue to calmly articulate his position until the situation was resolved. Well done. Regarding the apology and feeling bad about bringing the situation to light, it is quite likely that he has managed to resolve all interpersonal conflicts and concerns without involving others. If turning someone into the police has never crossed his mind, it would be uncomfortable regardless of who the individual at fault is, or what they do for a living. Now for my opinion on the officers position. Due to the amount of cash, the fact that it was broken up on his person, followed by him asking for his “phones” plural, I am almost certain the officer thought the money was dirty. From what he has observed in his time, it is likely that he has rarely, if ever, seen that much cash and multiple phones on someone that has not acquired said money in a less than legal fashion. If the cash is to ultimately be confiscated and checked into evidence, what difference does a grand here or there make in the charging document? Someone being tried will never go to the prosecutor and say: you know that dirty money you found on me? Well it was a grand light and I’d like to make sure the correct amount is reflected.

Not at all. How many people do those officers interact with who accuse them of various things, even when they seem calm and composed? A lot. And she asked how much he had so she could verify it. Did she know the officer was stealing? More than likely not. If she was guilty then she could've told him he's lying and not bothered to ask him to verify - just count it and if he said he was missing some money then she could say, "Well, I don't know what you did with the rest, but it's not here. Let's go." And if she had anything to do with it then she could've turned her camera off or covered it, but she didn't. And if they were all in it together then they could've turned their cameras off.

I can see straight through what he really meant......Answer: He's setting the stage for an excuse to chapman's behavior such as: 1. not thinking straight or right frame of mind. Altered perception of reality so mistakes can happen...... anything to confuse the truth. Chapman was slow though and he missed the opportunity that the sgt was trying to give him to save his job with a believable excuse. Bottom line is that police officers are the biggest liars because they're taught how to confuse the truth and it's allowed.

I watched the whole footage from the time he was pulled over until the end. Including these interviews. It is SO CLEAR that the female officer was trying to cover for him. She tried to distract the detainee, refused to look at the officer when the detainee caught him red handed, tried to give him a chance to get away with it, THEN.. AFTER the money was found in the door, she said, "None of us saw anything." Yeah, because both her and the male Sargent refused to actually look when the detainee was begging them to. It wasn't obvious the other male officer was trying to cover up the theft, but from watching the whole footage... it was painfully obvious that the female officer was trying to help the officer get away with stealing. Had he gotten away with it, she would have gone and asked him for a share of the money. She should be punished, too. Also, why charge him with embezzlement? He should be charged with felony theft. He was also ARMED when the theft occurred. He should have been fired, not allowed to resign.. and again, he should have been charged with a FELONY. They decided to charge him with embezzlement so it wouldn't be a felony because if they had charged him with theft, the amount was over the felony amount. Why go above and beyond to make things easier and make the charge less serious on this thief when they wouldn't have done that for ANYONE ELSE?

Nice job by the sargent, but it took an extraordinary effort from the victim just for the other officer's to acknowledge him. And the female cop was telling him to cool down but he wasn't even hot. What if the roles were reversed? They would've tased him and been screaming at the top of his lungs. Thank God for body cams cause it's the only thing keeping these officers in check. It's a lot more than "a few bad apples" but the tide is at least starting to turn. EDIT: I'll give credit where credit is due, the sargent did a good job, but he needs to get his underlings in check, starting with that female officer.

But the bodycam did NOT catch the corrupt cop because he either didn't have one or didn't have it on. The guy in handcuffs saw the wad of hundreds in the cops door panel and pointed it out to the other cops. All the bodycams did was show us the interaction, which is still better than nothing because they may have all denied it without the cams.

@sposenju2910 I just wish there more of us weirdos in this world. I have to have everything in order. Even if I loose something, I always just have to trace my steps backwards and 9/10 I find it before I start panicking and loosing my mind on dumb shit. That's one of my greatest attributes. I know how to always keep come in volatile situations just like this gear. He maybe a drug dealer or whatever but he handle it way better than the most haters in the comment section. Just goes to show you can have a respectable career and still be the scum of the earth or be a drug dealer with a kind heart. Not all criminals are cruel. Hell the entire government is full of them. Just look at how they humbled themselves during the investigation. Sorry mate I didn't mean to rumble but just had to get it off my chest.. Thanks for being a good spot

@@maureenngalu1718 dont apologize bro i agree with everything you said! ive had OCD my whole life but just recently it manifested into somatic symptoms, and due to having shy bladder syndrome, i hyperfixated on it so much to the point where i would have the physical feeling of needing to pee, no matter what even if i just went. OCD is so powerful it can literally manifest physical symptoms. i havent been able to start my life ever since this problem has kept me inside my house out of fear of having to use the rest room. if there were more people like us there would be much better treatment. But i guess us learning how to deal with it ourselves can make us stronger in our own right. were definetely special!!!

It was a warrant from the feds, he'll probably do so time but in the process get a lawyer so that lawsuit aginst the cops and all involved be held accountable.. that CROOKED cop should NEVER work in public sector again

They're doing too much, guy was totally cool, followed orders and didn't resist. Caught a thief red handed on the Police force that's supposed to be out there fighting law breakers, instead of committing them! The "officer" should be the one in those ()----()!

He complied the whole time during the arrest, inside the Police station while they were counting the money, didn't run, busted a corrupts "office" and was totally articulate explaining everything! Thank you for telling this young man not to apologize. It really made me feel bad for him in the last video, he did nothing wrong. I think he felt that because he was a young black man no one was believing him. This young man was so respectful and mature while being relentless about the cop stealing his money. I am so glad that he was heard. That cop that stole his money is a complete disgrace.

I can't even believe this guy had a warrant at all. He seems highly reasonable. I hope the judge takes everything into consideration and gives this dude a break. Even after how badly he was wronged by that cop, he remains apologetic about everything that happened.

It wasn't an allegation...The thief cop stole his $900 and tried to lie about it and got caught with it red handed in his side door compartment....This was probably something going on all the time in that department...He just got caught this time around.....
