It’s a community inside of city limits but prior to the 80’s it was a small black on the northern edge of shreveport Louisiana, it has its problem’s similar to other black communities but uniquely a black child in the projects lives in close proximity to upper middle class black families and can go to school from pre-k to community college in the community taught by people who actually live or grew up in the same community, heavy entrepreneurship and the sense of community on the Cooper road is something I’ve yet to see anywhere else black or white
