what is the difference b/w static QR Code & Dynamic QR Code???

Dynamic means changes to person to person...which means if u purchase for 3k when u scan the QR u will get payment option of rs 3k exactly... Where as dynamic qr it is a QR code where u can change the amount and it is universal to all

There is one confusion sir, in GST some provision are from CGST Act & some are from IGST Act how will i know which sections are from which act ??
