If you want to reduce both tuition fees and living costs, inspect central Europe countries, like Poland, Slovakia, Czech Republic or Slovakia, it will be even cheaper then schools in video
I wish I would know this before I attended to college. No doubt that US degrees are the best in d world. But as long as your degrees are not from prestigious school like Harvard, MIT, or Cambridge, and Oxford (europe based) I understood that degree plays %20 in a person's career, especially in an IT field. In Texas (cheapest state in terms of study and living cost), I paid + $80 k for my education. But i could have done same in Germany for less than 5k ( pay for only living) My advice for especially international one, study in Europe, for free. I met many people in US, who told me that they studied or will go study in Europe
