Hi. Yes, you can play a chess game against the computer without an internet connection. You may download and install chess programs as well as use them without an internet connection. It already comes with engines pre-installed.
That is true. The main reason why Chessnut manufactured this board with an integrated screen is so that it can be used standalone. Making it more convenient for a user to set up and use his/her phone for other uses and conserve battery.

No smart phone, computer, nor tablet computer required, which eliminates bluetooth connection problems and frees up those devices for other tasks. Playing chess on-screen does nothing to prepare you to play chess over-the-board (OTB). Seeing, feeling, and touching actual chess pieces is important. Imagine future developments that enable the Chessnut EVO board to automatically move opponents pieces. That would be so cool!
