But there must required the condition of being employee/voluteer/internee for at least 2 years(2800 hours) as per work experience option. I guess maximum fresh graduated people don't have it.

Yes, a literally "fresh graduated people" will most likely not be able to apply. However, many students are part of organizations that provide work experiences - while being students. As a student organization, we provide our student members that same privilege! They can go ahead and apply if the working hours are fulfilled. Moreover, it is quite rare that a student is successful in receiving scholarships / funding the day they graduate. The term "fresh graduate" is applicable for quite some time after graduation - during which a graduate "gathers up" his / her profile for these applications. You have to return to Bangladesh as per your clause with Chevening Scholarship. If required, you can apply for PhD again (once you have returned).

Submission of education documents are mandatory for evaluation of Chevening Scholarship. So usually you can start processing after you have graduated and received your graduation documents.

Yes, English proficiency scores (IELTS / TOEFL) are mandatory for educational evaluation - as well as for Visa purposes.
