On Thursday, April 2nd, Governor Brian Kemp issued a state-wide shelter-in-place order that preempts all ordinances and orders issued by city and county governments in response to the COVID-19 pandemic. The Governor’s order also designates several state agencies as having the power and authority to enforce the order, which currently cannot be enforced by local law enforcement or other local agencies.
