Bundeswehr did the same thing with the russian anthem btw. Whenever they were asked to play it on official occasions, they did it just like the old soviet version (which was also slightly slower in tempo??) I think Japan goes out of its way to either make the Chinese anthem as goofy as they can, or just get it over with as quickly as possible. Japan tried to conquer China; in turn, China hates Japan for this.
