haha yo man he dissed him while he was still alive, plus it wasent a diss, 2pac took it the wrong way-proves chinos lyrics are smart for the average joe. Also beef was squashed anyway later on.
Bruh, you can't mention another peer/professional in that kind of way and then say it's not a diss. It's disrespectful as fuck. I'm glad he said it, because I love freedom of speech and it's a dope, funny line, but it's definitely a diss.
