Chlorine, in small doses, cleans water and can even be healthy for you. Chlorine can be essential for survival in certain situation because it’s so good at cleaning water; however, the chemical is also poisonous and can kill you if you ingest too much. He is saying that his music is the same way to him. He needs it to survive (it’s a moneymaker, but also saves him psychologically and emotionally), but it can overtake him and kill him. “This beat is a chemical”. Without it, he would die. But too much of it can also kill and destroy him. Ned (this funny creature) represents Tyler's creativity. And they start filling up the pool, but ned is not satisfied until it is completely filled with chlorine (until song is close to perfect for Tyler ).
I am NEVER ready for the "I'm so sorry....." bit. Tyler's honesty is unparallelled. Like others have said, the song is about his love/hate relationship with his music and songwriting. Wonderful reaction, as usual.

You’ll have to watch the official video, then you will see some of the things I’m speaking of below. This is my response to another reactor’s video, but it obviously applies here, too. NED is his creativity. This is what I think all of it means. People may disagree, but that’s ok. Think about it this way. I am an artist, but sometimes I have no inspiration and can’t draw or paint. Ned comes and goes, as in maybe an idea for a song, but then nope and retreats. Once the pool is filled, Ned does a cannonball into it. I believe that’s when Tyler is finally inspired to write on his paper maker. If you notice, before Ned goes into the pool, then jumps in, he has small horns. There’s a clip showing him swimming and his horns have grown. I take that to mean his creativity is back, because the chlorine has rejuvenated his creativity as is now in fully creative mode.
Okay so some of the most emotional songs of tyler joseph's was before he had his band. I highlt suggest you listen to some of his songs from his album from 2009 titled no phun intended. specifically the song drown is very emotional and i think you would enjoy it
I love your reactions, glad to see you back around. It’s easy to tell how you feel your way through the music; every song takes you on a bit of an emotional journey and that’s clear to see that when watching your reactions. You must be an incredibly empathetic person in your day-to-day life, because I see you connecting so deeply with Tyler as he takes you through each of his stories. The second he said “I’ve been tested like the ends of a weathered flag that’s by the sea”, I could visually see the shift in your demeanour as the mood of the song changed to something much deeper.
