Actually you can, but all-purpose flour will make madeleines chewier and a little bit denser. To make them tender, you can substitute the cake flour with a mix of all-pupose flour and cornstarch. Measure the 3/4 cup all-purpose flour, reduce 1 1/2 tbsp all-purpose flour, and add 1 1/2 tbsp cornstarch.
