It is a protest, against the South side of the peninsula. This was after North Korean defectors sent anti-Kim regime propaganda leaflets via balloons. If you remember, at around the same time, Kim Yo Jong, sister of Kim Jong Un ordered the blow up of the joint liaison office in Kaesong.
