The basis of the movie is that in that society all emotions are suppressed with that drug at the end of the clip. All emotions are illegal to maintain order, along with anything that can provoke them such as music, art and pets.
In Equilibrium you could be arrested for having a dog. In our times you can get arrested for teaching your dog how to hail. We are not exactly far from each other.
