To answer your question, I don’t know where it comes from but I found it useful with my playing. I think I’ll do a Drop 2 version of it next

Please forgive the late reply. B is the dominant or flat 7 of C sharp and that is what leads the chord to the 4th degree within that scale. The inversion doesn’t matter. It could be the root position if you prefer
