This is an older movie made by HBO in 1995. I always liked this movie especially for these scenes. "You think a man is what he says don't you? A man is what he fights for."
I believe this to be true in general in most cases. I hope you like this like i did and still do. Thanks. : )

Their relationship and it's development is so good throughout the movie.

You could literally feel years of frustration and despair being released in the moment he was told he would be given anything he needed to catch the killer. Superb performances all the way around.

and the general knew in advance of how Burakov would react, hence the box of tissues :) He actually took notesof what B wanted long ago, when he was still a colonel and apparently "not fighting for anything".

RIP Donald Sutherland, an actor who elevated every role he had. This is a powerful scene and the little aside with the tissues is such a great little moment.

Yes, imagine getting excited about tissues. The scene where rhe killer is picked up, a woman is pushing a baby carriage that looks like it's out of the 50s, that was in 1990.

@@M11969 That's a good point but I meant more that it's an implication that the colonel just admitted to having had a pretty good cry when he was in Moskau.

Having just watched this again for the umpteenth time, I concur, as the General so suavely puts it! This scene always makes me cry and I watched the film about half an hour ago. I just checked in here to see what the best scene was. Watched it and cried again, silly mare! Again, I concur. Fantastically made, well thought out film. 10/10.

God this film is so underrated, a TV movie, never saw theatrical release but feels better than many Hollywood movies made about the Soviet Union from that time (Im looking at you K-91), but more importantly the film has such heart, its never egregious in the murder, or making the killer sympathetic like some shows and movies do nowadays. I rlly dont understand the obsession with the murderers/serial killers of true crime from popular audiences, especially something like Dahmer. I wish we would get more films like this about the people who stop these horrific killers and criminals, instead of films or tv shows about the serial killers themselves.

I always liked the scene where the Donald Sutherland character was questioning a guy who was terrified and just spilling everything but was obviously innocent of what they were investigating and had alibi and everything. His partner urged him to let him go as he had done no wrong. Donald Sutherland's character said that he can't because we are not done . His partner asked about what . Donald Sutherland's character said " With his gossip . This is some good gossip . That is why I like this job . You get to hear some good gossip ! "

A moving scene from a great film, Sutherland is superb as the dispassionate colonel/general who discovers emotion. What a society to live in, where one cannot trust even friends not to use any weakness against them, and everyone has to hide what they feel from authority.

You have to hand it to the Major now Colonel. Imagine having to keep going after such a sick person as this for five years. I keep thinking of people who work in special victims (People who investigate sex crimes such as child molestation, child pornography, rapist, etc.) I have seen first hand how much they undergo to put monsters like that away and how much it can get to you. I can only imagine what hell that man went through.

This was a good scene. There was a scene at the turning point I felt awesome too. It is when the police general Fetisov (Sutherland) digs up that the party boss in Rostov Oblast has been involved in sodomy. Recited out of memory: Boss: I can see that you two are still after that purported serial killer. Why don't you give it up, there are no such criminals in socialist USSR! Fetisov: Major Burakov has reasons for believing that we have an exception to the main rule. And... Comrade oblast secretary, my street-beating men has found out that You've given a man well known in the sodomistic environment in the city a good apartment, that You've been showering him with expensive gifts and that You've often been spending nights in the apartment. Hands off major Burakov or I'll go to Your wife and to Kremlin with what I know! Boss: ... (Dumbfounded for some seconds) Major Burakov will not be disturbed in his work! Fetisov: I'll be always obliged to You. During the Communist era they had a special term for such career-ending evidence: "Kompromat". It is said that the timely use of such info in finely calibrated amount and severity was one of the main secrets to rising in ranks in the CPSU... And Fetisov gave in this movie a fine example of how this trick could be used for doing good too...

Fetisov: I have here... Bondarchuk: I don't care what you have there! Fetisov: Information... Bondarchuk: Who cares! I'm head of--- Fetisov: About the nineteen-year-old boy you maintain in the town of Shakti! And the apartment you have arranged for him... and the gifts that you have given him... and the dates of your last three overnight visits. If you attempt to fire Lieutenant Burakov... now, or at any time... I will send all this to your wife. Bondarchuk: I recommended you for this position. Fetisov: I will always be indebted to you.

The scene SHOULD be in this compilation. What makes the movie, is fine acting. The movie itself is "suffering" partly through being made for TV, instead of the movie theatre (less money used). So the acting is what gives it quality. Donald Sutherland especially stands out, with Max Von Sydow next. Stephen Rea kinda seem a bit wooden in his performance. But in tottal they all do good work. Glad the movie have risen in respect over the years...

The book "The Killer Department" is amazing. Details the entire investigation as well as key players like Fetisov and Burakhov. IMO the movie does an amazing job showing how absolutely dedicated Burakhov was to catching that monster but not enough for Fetisov who worked hard as hell on the investigation as well.

The great thing about this movie for me - right now just talking about the directing - is how Jeffrey De Munn does NOT try to make the killer sympathetic or likeable. He's just evil and disgusting. I don't want to sit down and enjoy the joke with him like I do with Hannibal Lecter in _The Silence of the Lambs_ and I don't feel at all sorry for him as I do for Roy Batty in _Bladerunner_ . I just want to kick him.

Meh I think you're just missing it. The interview scene was heart breaking. This is a creature that never should have existed but nature is a cold bitch with no soul and makes what she pleases. We are trained to see things in black and white good and evil, but event he worst bastards and the purest saints have counter part inside them.

@@Innomen The movie makes him seem lame but not despicable. He's obviously got issues but he's not enjoying it. He actually seems as disturbed by what makes him feel good as those around him. Its a very nuanced portrayal. Evil is not the right word. He's got urges he cannot control.
