Today we are talking about Vanuatu Citizenship by Investment Program. This is part of my series of Citizenship by Investment Reviews.
Vanuatu is a small island in the South Pacific. Passport of this tiny country will grant you visa-free access to 130 countries and territories, including the Schengen area and Russia.
The biggest advantage of this CBI program is the speed. You can get Vanuatuan passport in as fast as a month and a half! That's pretty incredible, having in mind that most of these programs would take at least 6 months. Also, for an extra cost, you don't even need to visit the country in order to get a passport. It can all be done remotely!
The price of this passport is rather compelling since they will not drown you in extremely high due diligence fees. This is especially important if you're applying as a family since you'd be saving quite a bit of money in comparison to other similar programs.
One thing that this program offers that many others don't is the ability to change your name on your new passport. Needles to say a few people would find this option very compelling.

I really want to visit Vanuatu. It's one of the things on my bucket list. As for their citizenship. I believe it is appealing to certain people, especially the speed, not needing to visit and name change.

As an Australian, I don't necessarily care too much about visa free access to other countries, or reputation. I will travel on my Australian passport which ticks both those boxes. What Vanuatu offers is zero taxes and a quick approval process, and a backup residence.

From the tax perspective you would need to reside in Vanuatu as a tax resident to benefit from that yes?

I've been to Vanuatu and to Champagne beach, too. Beautiful beach as well as many others on Santo. Vanuatu is also a home of the man who won the lottery 14 times - Stefan Mandel. The reason he lived there is because Vanuatu don't have an extradition agreement with Israel (pretty much the only country in the world).

Yeah it's got a bit of a reputation as a place to avoid the law. Personally wouldn't want to live there but to each their own I guess.

Offshore Citizen .. happy, content people, zero tax, everything grown or raised is 100 % organic. No poverty, no old peoples homes. Very clean air. Beautiful weather and beaches. Very supportive expat community. Very little crime. Great food thanks to the french! great bars thanks to the English lol. Downsides are cyclones, earthquakes and bumpy roads. 😀

I sold a plot of land and my car for the purpose of obtaining a Vanuatu passport through investment. Five months after I obtained the Vanuatu citizenship and passport, the European Commission imposed a ban on Vanuatu citizens from entering the European Union, so what is the solution?

Good question, it depends because there's a lot of options and a lot of it depends on where you'd like to live. The most important thing is to start off by making sure you can be genuinely resident there as Australia makes it tough for you to be non resident of Australia unless you're resident somewhere else. For this reason I tend to recommend going to a country with a tax treaty until you're out of the system. Then later you can switch though you should be careful if you intend to move back to Australia.

It looks like problem with banking is deal breaker :( I want to get another citizenship in order to renounce my Russian citizenship. So I’m not looking for typical secondary citizenship (when people keep their main citizenship). Please, tell me that St. Kitts and Nevis doesn’t have banking problems.

Yeah Caribbean options tend to be better. Russian unfortunately, has a lot of banking stigma/restrictions associated so I feel your pain. I'll be reviewing the Caribbean programs soon.

Michael some rumors are out there about potential citizenship-based taxation on Indians in the near future. I could not verify the source. Is it true?

They haven't brought that rule in to date. I'd be surprised if they did but it could possibly come.

@@MichaelRosmer Thank you. Two categories I guess will be frontiers on this. CAT1: Western Countries like Canada, UK Australia and EU. CAT2: Populous Countries like China and India. Do you agree?

@@amir5593 tough to speculate on that, I think up until 2020 there was a move towards global tax coordination led by the OECD. We saw this in the BEPS Action Plan, which was pretty well received. The EU has been pushing with the ATAD. I think one thing that's really come out of 2020 and corona has been the division between these countries. When you had global tax coordination I think the risk of citizenship based taxation was fairly low because the OECD has been working on plans to reform how taxes apply and apportion tax dollars more fairly globally based on where economic value is derived. But if we go in this other direction that might well be a trend we see. Travel anywhere, live anywhere, no problems, we'll still tax you so we don't care. The challenge with this will be enforcement, which isn't so easy and I think people will increasingly resist. People are also somewhat short-sighted about the services they need though as well so it will be interesting to see what retirement age for instance looks like for digital nomads many of whom aren't really preparing and by separating from their home countries aren't positioning themselves to take advantage of healthcare systems where the spending is like 90% in the last few years of life so...

Vanuatu is one island best known for its beach? He didn't research this too hard. Vanuatu has over 80 inhabited islands. The country is better know for being the home of bungy jumping and the world's most accessible active volcano amongst other things.

Residency sure, citizenship tends to be tougher. But would you really want residency there?

Good content like always Michael. Should you present any reason for changing your name on your new passport? or they accept all kind of names without a reason? I heard Turkish authorities allow new citizens to pick out a new name on their Turkish passport but the name should be a Turkish name ! Kinda funny I suppose.

@@MichaelRosmer my husband owns an accountancy business here and is an agent for obtaining a Vanuatu passport FIU is one of the strictest in the world. There are many deportations here from people who have lied on applications or who are evading laws of other countries.

They are pretty much the same. Antigua is becoming a tech hub, so in the future I think it will surpass other Caribbean islands in terms of reputation.

Vanuatu Govt inadvertently admits Fatal flaw in its Honorary Citizenship program. Australia is a classic example of a country that does not take kindly to those who present “bogus documents or information that is false and misleading in relation to your current visa application”. In addition to refusing a current application (or canceling a previously issued visa), penalties can range from a three to ten-year bar on applying for an Australia visa. New Zealand goes even further and imposes a potential seven-year prison sentence along with a financial fine of NZ$100,000. Can anyone shed a light on this report?
