As far to my understanding I thinkits clear that Pandya might be playing all three formats and wanted to safeguard as his inclusion will depend based on series to series. Infact Sir Gavaskar had mentioned how strong India will become if Pandya plays Tests. Probably BCCI was contemplating on it
