The city put them there. It's the city's problem! We have zero resources here. Send them to where they can be helped. Because it sure as heck ain't here.
The situation will only increase homelessness in the park. City must act right away. Are you a council that loves its people its taxpayers and family or not. Resign and let someone who cares take over.
