Just me or besides the frog quirk she could be passed off of izuku sister or inko long lost twin i wouldn't put it past the creator of mha had reused inko or girl version of izuku and gave them a frog quirk just look at kirishima and tetsutetsu they have the same personality and similar looks and similar quirks hell they even share a birthday and obessed with looking manly wouldnt surprised me if both dyed their hair and was actually twins i dont believe its a consequence to forget their past besides wasnt kirishima technically adopted then u add in that hero who died in season 6 having a quirk that reminds me of both being that as a shield
