Nice video. That is a 1982 KTM. They had a Fox rear shock with the reservoir up on the frame main downtube. The 1983 had a short hose Fox shock with the reservoir under the side cover like they used on the 1983, 495. They only made air cooled 1983, 250's for a few months before going to the liquid cooled 250. The 1983, 250 used the 1982 style front drum brake. An air cooled 1983, 250 is a pretty rare bike. The 250 in your video is a nice example with only a few small upgrades/mods from a stock 1982.
