This is a ROM Hack called Robotnik's Revenge, which I hacked into myself to allow me to create this little video.
This video stars the amazing Mike Pollock as Dr. Eggman. You can check him out at itsamike.com
The voice clips I used were from Sonic 06, Sonic Unleashed, Sonic Colors, and Sonic Generations. The Music was from these games as well as Sonic Adventure 1, Sonic Adventure 2, Shadow the Hedgehog, Sonic Heroes, and Sonic Lost World.

I honestly like Mike Pollock's Eggman. It captures the diabolical genius of him and the bombastic doctor that no one can take seriously. I find it especially apparent in Boom (the tv series) where that Eggman IMO really shines though he still does great everywhere else. I don't know if he's my favorite Eggman VA but I think he's definitely high tier.

While possible, it's not really practical to try to make one for him. The chances of finding enough usable voice clips (clear sounding, no background noise/music), that make sense in context isn't too likely, even if I watched every episode. Plus it would be a royal pain in the ass to do, for Mike's stuff I just downloaded them in a nice neat file and went through them :)

Is no one going to bring to attention the fact that this person _did not in any way shape or form actually edit this ROM?_ At most, he probably just disabled the music of the game, so that in post he could just overlay the remaining sound effects with the voice clips and new music.
