We lived for 16 years in a house built over a brook in Lancashire, the only time it flooded was when a crew from Railtrack cleared an embankment and threw a load of bushes in, which floated down and blocked the entrance in a storm. I used to drop in every few months to check the culvert walls and remove debris, it was clear and open and perfectly safe, you could walk upright. But when we sold the house - what a circus! The buyer's insurers wanted reports so they sent in a small space access specialist who took videos and charged thousands. And it turned out that the Environment Agency had decided the entire river valley below a certain contour was a flood zone and hence almost uninsurable. Arse-covering jobsworths, the lot of them.
it's like anything else council run, wait until it's full before doing anything about it rather than regular maintenance so it doesn't get to this state.
So they should put people in danger just to save money? Having visual confirmation helps you make a safe plan for works, and make sure you have the right tools to do the job.
symptomatic of uk, ignore ignore ignore until its a massive problem and then expend 10 times the effort to resolve. simple maintenance keeps on top and takes a moment for one person as opposed to a large team of big tools and resultant costs. UK, risk management as its worse

Simple, didn't have tp pay for land, areas over waterways were frequently free, remember that they used to build all of those shops and houses on bridges across the Thames.

Back in the day a few blokes would of been down there and cleared that in no time np! look at all the bodies and machines and pc just to look at some mud and wood before actually getting on with it

So, how many people, lorries and robots were needed to unblock a small culvert? No wonder our taxes are so high yet our rivers and canals are in a parlous state.
Heroes? Really? Being a Cleaner, cop or a firefighter or a soldier does not make you a hero. Those are jobs. Working at a grocery store or driving a truck during the Coronavirus thing doesn't make you a hero. You are doing your job. Being a doctor or a nurse doesn't make you a hero. Those are jobs. Being a mom or dad does not make you a hero - you CHOSE to have kids. Being a teacher doesn't make you a hero - you're being PAID to do that. What makes you a HERO is doing something heroic for which you are NOT PAID TO DO and don't have to do - such as throwing yourself in front of someone to save them from being shot, saving someone from drowning, or even testifying in court against a violent criminal knowing that it might put you on their &hit list.

What didn't impress me? Answer, the lack of prevention. A large metal grid needs to be in place across the river to prevent logs and....er boats entering the culvert in the first place. Talk about backward thinking!!
