Sure, in our timeline there were most likely memes about Bill Clinton, but there were only around 70 million Internet users in January 1998, as well as the fact that first documented YTP style video was in 2004, RU-vid came out in 2005 and the first YTPMV was in 2007. This, in combination with the limited access to large amounts of cartoon video materials on the Internet, as well as the lower Internet connection and upload speeds meant that the conditions needed for the YTPMV style of memes to exist and become popular didn't happen until 2007 in our timeline. But by shifting the timeline of the Internet by 10 years, it's possible that YTPMVs may have existed in 1998.
