Plot twist: He isn't actually trying mock you, but instead just wants to know you better. That's why he asks if you often go around his place, but then immediately remembers that you're a dragonborn and rarely stay somewhere for a long time, always wandering around Skyrim, and to not look awkward pretends it was a joke, adding "oh, what am saying? of course you don't", but it still comes awkward.

Whenever nazeem asks if I've been to the cloud district very often, i always say no cause I've been out slaying dragons and flexing on the rest of the world with the literal fire I spit rather than trying to flex on the town of whiterun with the worst district.
