We don't have a complete understanding of how weather and climate work. In the absence of understanding, how can one group of people tell another group of people what they can do in their own territory? Is the UN supposed to come in there with guns and say, "No, you can't have rain," on the basis of some flimsy argument from an incomplete science? So far, the UN has a pretty embarrassing record with regard to these issues (I'm thinking about Iraq), especially considering that they seem to have no problem with nuclear testing, which probably has a greater effect than just some potassium salt.
