So a bit of clarification: Memories Resurface (记忆浮现) is a new feature. Past Events can be played again using this feature. Each event requires 2 Resonant Material (回响质料) to unlock. You can only hold a maximum of 4 Resonant Material (回响质料). You will be given 2 Resonant Material (回响质料) every start of the week. You can buy 2 Resonant Material (回响质料) in the Friendship Exchange Shop every month. As of now only Raging Sands and Dreamy Bubble is available in this feature.

For the events being permanent: are they gonna be in the event page always from this moment on or are they later moved to the archives/is there a new archive page for it?

Does entering old events work the same as with reruns? So, if I have already completed them before, will I just loot all the rewards without having to complete them, or will I not receive anything at all?

Essentially, yes. If you have already done the events before (either during the initial launch or in the subsequent rerun), you will only get minimal rewards. This feature essentially lets new players who joins the game later and missed both the initial launch and rerun to still be able to play this event and experience the story again.
