Yes, you can follow the instructions in the video to download and install CODESYS on your computer. Once it is installed, you can use the Development System and Simulator without limits. You can also run the CODESYS runtime on your laptop for up to two hours.
I do not know the answer to this question, but if you look at the top banner on the Codesys site, there should be a dropdown menu from which you can select a different region to download from. I am sure Codesys is available from some site that is accessible in Australia.
