I'll build him to at least 5SG since I don't have a good "He Who Shall Not Be Named" but overall I am not super impressed compared to other PH that we have.

i have an idea for a very hard-hitting build if you're down to try it. it would be turn 2 but if you use the yellow move that makes blasts, the red buff and the choose multiply with the titan plate and place the multiplies on reds, he would do quite a large number i suspect. you'd start with the yellow move and blow the board and hope to recycle, shouldn't be an issue to load the other 2 moves
