I have fought (and won) against both of these mini-bosses many times, and each time Architect merlot has posed a greater threat. It's not really because he's more powerful, it's because the area where you fight him is much worse, it's quite closed where as with Commodore Kai you literally have so much open space.
0:45, actually in terms of lore, I asked Vetex about it (I'm completely serious btw) and he said that Commodore Kai is indeed stronger than King Calvus.

Aimsell: Architect Merlot is the strongest enemy in AO. White Eyes: *Prowler theme intensifies* Im gonna challenge that. (In theory if Merlot jumped in the water to fight White Eyes, although Merlot would do insane damage at first if White Eyes lands even 1 bite on Merlot, Merlot's done its GGs.)
@aimsell Last I died to it White Eyes did 2500+. Like think bruv, the Megalodon does 500 - 700 dmg and White Eyes dwarfs Megalodon and can swallow a Ketch whole, you rlly think White Eyes only does 500 dmg?
on average i think white eyes deals 1600 dmg and Merlot isnt a player so it would chase torwards white eyes thus making him a easy target so if they somehow get to 1v1 white eyes would clap merlot in 2 bites
