I learned that a Complaint will be subscribed by either the offended party, Peace Officer, or Public Officer(related to Law Enforcement) while an Information will be only subscribed by a Public Prosecutor. It can be filled in the prosecutor's office or directly to the court. While information is an accusation charging a person with an offense subscribed by the prosecutor to be filled in court.
