The fact that san andreas computers didn't have a mouse or system case makes sense since it takes place in 1991. Around this time MSDos was the most common pc which didn't have a mouse and the system was in/below the monitor.

2:00 There are computers in GTA Vice City but they are of the commodore 64 type. There is an office building in the city but I'm not 100% sure exactly where it is. I found it one day by simply wandering around and found this office complex and it had old computers in it.

Also, the high rise in the mission "G-Spotlight" (lol) has 80's style all in one computers in the cubicles. If I recall correctly, you can access the floor via an elevator after that mission is complete.
