what ever confined spaces applies to general industry applies there also. Additionally they have their own regulations, for example any pit or excavation more than 5 ft also considered as CS

You mean crane...Refer load chart provided with the crane

24 V is mainly for lighting. When a person works in a confined space, there will be lot of sweating and body resistance comes down. In case there is a current leakage, 24V generally cannot cause electrocution or serious shock

Ok sir , you gave one permit format but I am asking that where it is wrote to what are all the precaution to take before entering the site . Because one of our client told that blood pressure should be check before entering to confined space.

In the work permit format, all the precautions listed Client may additionally require medical examination (Not a standard practice), not just blood pressure only but PFT etc to ensure medically fit
