But from what I've seen, it's a simpler reason - one bishop cannot visit every parish in his diocese in a fairly tight period of time (kids aren't confirmed at Easter Vigil, but everyone prefers it be near the end of the RE year).

'deacons' is the term applied to those who would take care of the business in verses 1 and 2, in order to free up the bishops (apostles) to preach and teach. Thus, the seven men chosen to do that were deacons. The man in the office of deacon is specially ordained by a bishop, as in Acts 6:6, and down through time to today.
