All that's happening in DRC is a result of the incompetence in the DNA of its leaders since Mobutu who allowed the Hutu genicidaires(now FDLR) to flee to DRC with arms and to reorganize and attack Rwanda(this has happened many times over the past 30 years and as recently as 2 years ago when they tried to sabbotage the Commonwealth summit in Rwanda). Mandela, Thabo Mbeki, Nyerere and Etienne Tshisekedi(father of the current president) have openly called out DRC leaders about this. As if that wasn't enough, the FDLR started attacking Congolese Tutsis, hence the birth of M23 and all its predecessors. Rwanda hasn't even asked for them to be extradited, barely to be disarmed and those who wish will be helped to return to Rwanda and reintegrate society(thousands have already returned) and only a handfull have been prosecuted for genocide crimes while others with no participation in the genocide were given government positions(on merit of course). Now the FDLR are collaborating with the governmemt coalition to fight M23. Do you really think Rwanda should stand aside and only look? For as long as the FDLR exist peacefully in DRC, there will always be problems with Rwanda. And ofcourse all the fighting will take place on DRC soil, it doesn't matter how many countries send thousands of troops to help DRC(even though they have their own agendas behind), Rwanda will find them wherever they are and at ANY cost.

Refugees are already identified by UNHCR and can be easily verified in DRC. Rwanda is only hosting around 100K, but countries like Uganda and Kenya are hosting more than that number. All these want to return home. That can stabilize the Eastern part of DRC

Another joke. Eastern Congo wars are about minerals. The wars won't be over soon because the area is rich in natural resources & and the westen world is hugely beneficial. In other words, they can pause the war for a bit and will resume shortly after, with new rebel group's coming up from all around. In conflict management, you have to map out those that are involved directly and indirectly, and usually, those who are indirect are the most powerful when it comes to their interests, and therefore, yes, theres are a huge need for political willingness to resolve the issues but also to address the interests of the indirect funders. Poor Congolese meanwhile are dying.
