This channel has it in a longer video called a "ban roll" technique; it sounds/looks like that may have come from folk calling it a "band roll" technique? At a glance in this short my guess is it's using a tearable and/or water soluable band (like wonderweb type stuff) which can be sewn in for stability and rigidity on a rolled hem, and then the excess is easily torn away.
I know, I have to make a more detailed video. I joined a new hemline to an old one, because the dress length was good in some parts and a little too long in others. Sometimes, this job isn't smooth enough and creates undesirable points.
