Not necessarily. Just because most of them walk on by that doesn't mean they don't hear. Some may even want to learn and know more about Yeshua but they dread the possible consequences such as being rejected by their community, beaten, etc.

God's word is not to be used for fighting others...we should preach with love. Genuine love. We should not try to FORCE others to believe in God... we should preach and let God do His work. We should never get mad or tell others that "they" should repent for "they" are sinners. At least use "we", so that they don't feel offended or accused. He should not be yelling others that God sees "your" pornography, "your" browsing history. We cannot accuse others for their sins, specially if you don't even know the person or what he or she does.
