The stand of PBBM not to inter ICC in our country seems to me he is protecting suspected criminals as we see right now tha arms of our law is too short to apprehend the suspected criminals to answer the crime they committed.
What`s the alternative? Bato says he does not believe that a single policeman would have been killed because Duterte said kill. We can not deny that killings have happened. Following PNP reports there are 25.000 killings (homicites) which are or not linked to drugs. Human rights estimates even more. At least 6400 killings are officially admitted in police operations. Further it is held in reports that there are 28 policemen involved in killings. If we would take this as a fact it would mean that each killed 215 people. An unbelievable number of killings. There are also reports that Duterte and Bato as the architects of the war on drugs brought a certain number of Davao police to operate nationwide. They were called the Davao boys and named the special kill skill groups. If not Duterte gave them the order to kill then it could only be Bato. We may remember that under Bato this madness did start with daily reports at breakfast in numbers unable to read all the stories behind. Already in September 2017 the PNP reported officially more than 6000 killings linked to drugs. But what are the alternatives if there was no command to kill? Would it not mean that there is a killing culture in the Philippines? Maybe so, surely Duterte and Bato were well aware of this fact and used it to their advantage instead to act against it. They used the weakness and existing madness to boost their ideas of controlling the nation with the instrument of fear. The alternative therefore would be that Duterte used the existing killing culture to create an alibi for himself by not order but by incitement to kill. He warranted immunity and Bato was his enforcer. None can deny the details of activities, starting with ignoring and violating PH law and police procedure, as for instance, the non reports, despite that such reports are required by PH law and police codes. Impunity for killing cops, for those with kill skills was therefore secured. Would this alternative be more favorable? If so, how would it limit the guilt of Bato and Duterte and their followers?
