UPDATE on my own thoughts in the video about PCN's on match days. I have now reflected to think more about the people who now have to go on the road to pass these vehicles. It puts pedestrian lives at risk having to walk on the road and therefore they should all be ticketed to help make this road a safer place for padestrians. Maybe if they parked on the road, then the match day ticketing could be suspended as both the padestrians would be safer and the fans would have a place to park. I am sure that road is wide enough to park down one side only on the road. End of my thought reflection update.

Sheffield Parking Services appear to be showing both a serious lack of professionalism and impartiality when it comes to issuing Parking Charge Notices on vehicles parked on roads on football match days. I personally think that all previous PCN's issued by Sheffield Parking Services should be cancelled and the moneys obtained refunded. The police on the other hand, they was ok for a change...

A brilliant video showing an unbiased and fair review of the situation. The footage was superb, clear and friendly interaction with just the right balance of interrogation without being a nuisance. Although BANAMAN and his type would probably be considered a nuisance by the police for exposing their shortcomings. This video showed both sides of the parking situation and held the police to account. I would say another perfect audit - 10/10.

When there’s double yellow lines on the road it also covers the adjacent footpath so a vehicle displaying a disability permit wouldn’t get a fixed penalty. However they should not be parked on the footpath and everyone on the footpath should have received a fixed penalty.

@@BANAMAN as an afterthought, had the cars been legally parked on the road there would only be enough space for one way traffic which would cause chaos especially on match days. One solution would be to have one side of the road with double yellow lines and yellow lines on the kerb the full length of the road resulting in only one side of the road with parking with enough road left for two way traffic to continue.

No one can legally park on the pavement. Blue badge holders can park on double yellow lines except where there are no loading bars for up to three hours

the only part of the UK where it is illegal to park on a pavement is London, it is however illegal to block or drive on a pavement in all parts of the UK.

I have a blue disabled badge, and with the badge (every 3 years at renewal), you get a little booklet on where you can and can’t park. It has pretty pictures for those who can’t read, it clearly states you cannot ever park on the pavement. You can park on double yellows, but only where there aren’t the one or two vertical lines also showing on the curbs. In 25 years of driving, and 18 years with a blue badge, I have never parked on double yellows, purely because the lines are there for a reason, and that reason applies to ALL road users. Just because you can doesn’t mean you should.

Of course they should get parking tickets, disabled or not. Clearly parking on a pavement and obstructing a pedestrian. It would force everyone to use a busy road on foot….. unlikely or not… you cannot park on a pavement….or am I missing something?

Upon reflection of my own innitial analysis that they shouldnt be ticketed on match days, you have inspired me to see the light and I agree with you. It's dangerous for people to walk on the road and the car drivers should have took this in to consideration before they left their vehicles.

@@BANAMAN Its the reason I stopped going to Hillsborough back in 1999, became a nightmare parking. But at the same time I wasn't an inconsiderate parker. At the same time I don't like the restrictions on roads for parking, they belong to us. But parking on the pavement.

Disabled badge holders are allowed to park on double yellows. Or at least that's what a traffic warden told me. Don't think that allows you to park on the pavement though.....

I got a PCN over a year ago, claiming I obstructed public pathway, by someone in a van, not police, parked halfway on a pavement obstructing public footpath, you couldn't make it up! Bear in mind this was within 50 metres of my home address!

Total disgrace all the cars parked on the pavement should be ticketed as they are obstructing a footpath unless the correct signage it there allowing them to do so. The one one the island should be lifted and impounded by the police for obsructing and parking near a junction Highway Code 243 opposite or within 10 metres (32 feet) of a junction, except in an authorised parking space 244 You MUST NOT park partially or wholly on the pavement in London, and should not do so elsewhere unless signs permit it. Parking on the pavement can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams or pushchairs. Law GL(GP)A sect 15

Innitially as stated in the video, I never gave it to much thought about the effects it had on the padestrians and wheelchair users. I have another view on the matters now, a view that people like yourself have consistantly highlighted, this is putting other peoples lives at risk by having to walk on the road to pass the cars on the pavements. Thank you and everybody else for helping me better comprehend the seriousness of the implications this has on padestrians.

Parking within a bus lane attracts a fine of £5000, regardless of who it is. Get a recovery truck, and tow all the cars on the pavement. Then charge the drivers £1000 for release.

Not only is the parking ticket company ignoring the parking, they are actually selling the tickets for them to park there. Hence the discriminatory tickets allocation as those details aren’t on their system. Dig deep.

The only two reasons I can think of why some cars don't have a ticket is that the warden came round to early and the late comers get away with parking on the pavement or that the warden ran out of tickets since there are so many parked on the pavement.

That may be a reasonable defence for the enforcement officer. But what the video doesnt highlight is that there is over a month of observations surrounding how the enforcement officers act in the same way all the time.

Clear Skies 1 second ago CEOs don't run out of tickets, printers are check every morning and they carry a spare roll if the printer is low. They can only ticket cars on pavements when yellow lines are on the road.

You cannot park on the pavement, irrespective of whether there are double yellow lines or not. It's not an argument about wheelchair users. It's a fact that creates a danger to wheelchair users, people with pushchairs and the blind. I couldn't get my wheelchair past any vehicle parked on the path. This and other inconsiderate parking are part of the reason why I became a recluse during the four years of using a wheelchair. You got fed up of trying. Whether it's parking on pavements, or shops with clothing racks too close to each other. They all contribute to the disabled giving up going out. It becomes too difficult to manage. Local authorities usually have a bylaw in place within a certain distance of a football stadium on matchdays.

Never quite understood why it is safe for a disabled badged car to park somewhere that a non disabled is deemed unsafe or a hazard. Trying to place your accent, I would say Accrington/Burnley.

You'll probably find the ones without a PCN are not parked adjacent to double yellow lines, whereas the the ones that have are adjacent to yellow lines. Double yellows are enforceable up to the building line, not just the road. It isnt thatvhard to work out. Disabled badge holders are exempt. Footway parking is only an offence in London. Anywhere else it would be obstructive parking, only enforced by SYP in Sheffield.

In my opion they should impound all vihicles and bring them to the crusher. And they should check every hour all day long every day of the week. Shame on those drivers. The people in wheelchairs have a big problem or they have to get on the busy road or they are stuck.

Only place I know of where the council enforce no parking on pavements is London. All other councils permit it, even if it causes an obstruction. The cars on your video that got tickets was because they had parked on the pavement next to the yellow lines. The silver transit van probably deserves a ticket too, because he was blocking a dropped curb for disabled/blind access. But his back wheel was not actually on it, which is why her probably didn't get PCN. But imo. Every vehicle on that road deserved PCN. At some point, both pavements were completely unusable. The irony is there y was no yellow lines, they was absolutely no reason for the cars not to be parked on the road. It was wide enough.

London is the only place in the UK where it is unlawful to park on the pavement is London. Having said that, it is illegal for any vehicle to block the passing and re-passing of pedestrians, disabled persons etc. anywhere in the UK. I am disabled and sometime user of a wheelchair user. I have a blue badge and if I park on yellow line I make sure that I am not causing an obstruction. Every car there, including the blue badge driver should be prosecuted. As far as I am aware, parking wardens have no power to issue ticket to pavement Parker’s, that’s the duty of the police. I’m not 100% on that last point.

Their auth of office was to Constable, but where they get their name as police officer from is an odd one, but in effect, it actually means they hold the office of constable, but only appear to act like corporate police officers. A police officer is not deemed solely as a constable, they should be one or the other, not both! They don't seem to comprehend why they are called police officers 🤣 Yes there is civil action, they acted unlawfully while in full knowledge of the facts... Snig hill police station have a lot of questions they are not prepared to answer too! This is the auth of office for Constable... and nowhere does it say Police Officer!!! I, do solemnly, sincerely and truly declare and affirm that I will faithfully discharge the duties of the office of constable with fairness, integrity, diligence and impartiality, and that I will uphold fundamental human rights and accord equal respect to all people, according to law.... Police Officers when you ask them in person, cant remember those words! Can you believe that they actually thought I was intending to deceive people wearing a police costume while stood outside a police station wearing it and also filming it 🤣 It appears that somebody at Snig Hill police station allowed their personal emotional feelings, take over their rationality!

I have a theory. Is it possible that they only ticketed so many cars, so they don't have to maintain the same number of tickets the following week, when there are no matches playing. Would make sense.

There is more to the documentary than what people have seen. There is also the back story from start to finish. As a little teaser, SYP at Ecclesfield helped coordinate the filmmaking prior to it taking place with myself. Only when the video was shown on RU-vid did Snig Hill police station think they had me bang to rights! Snig Hill police station also has history between myself and them regarding myself filming protests during lockdowns... Snig Hill made a big mistake and was not aware that Ecclesfield police station was involved with the filming that took place outside Ecclesfield police station. Now that the charges have been dropped earlier this year after 18 months of wasting my time and witholding my property over a legal and lawful filmmaking project, then automatically instigated the civil action in this matter. SYP messed up big style and all is ready to be released, but needs to be held back untill the legal prceedings against SYP are concluded. The conclusion will then be added to the end of the already completed documentary. They knew from the start, they had to just stall everything and it's now a long hall waitinng game they are playing at!

If that happened then the football club may close as people wouldn't attend, the supporters have to park somewhere. Perhaps this is inevitable as it would end live crowd matches (like during the covid situation) and the football clubs would get more money from advertising. Football would become televised which is probably what they want. No police needed, less cars on the road and more artificial crowd noises !

Parking in PARKING spaces is the council, but driving on and parking on ( and blocking ) the pavement IS a police matter.

Nope. Not since the demise of the Traffic Warden, who were attached to the police. They're now civil enforcement officers and all car related parking is now under the remit of the local council. Police can deal with it if the want to, but they can't be bothered. Usually it'd be a traffic police dealing with it, but they're usually in too much of a rush to get to McDonald's
